Andhra Apathy: Jobless engineers join police department as police constables at the lower rungs

More and more jobless engineering graduates are joining state police
to work at the lowest rung as constables. State police department is about to reach a
record of one of the few police forces in the country with one lakh men soon with the
trainees joining it. Around 10 per cent of 12,000 constables who are undergoing training
in various Police Training Centres and police colleges are Bachelors of Technology
(B.Tech graduates) indicating desperation for a job.

According to training wing of State police around 50 per cent of the trainee constables
are graduates including 10 per cent of engineers though the minimum qualification is
intermediate.
A senior IPS official said ,”Most of them are B,Tech graduates , post graduates in
various faculties and other graduates who are going to complete their training in October
2013 and will be joining their duties,”
According to Additional DG Law and Order and spokesperson Mr. V S K Kaumudi  around 5900
civil constables, 2125 Armed reserve constables, 3700 APSP battalion Stipendiary cadet
constables are being trained in various centres in the State. Mr. Kaumudi said,”The total
strength of state police is 97,000 now. Apart from 11725 constables 1080 civil Sis and
1053 Reserve Sis and 21 APSPS RSIs are also getting trained,”
Engineering graduates queuing up for constable jobs as they lack skills to take up jobs
in engineering profession observed academicians.
JNTU Hyderabad registrar Mr. N V Ramana Rao says "Every year, nearly 2 lakh engineering
graduates are being churned out from the engineering colleges. But according to Nasscom
survey, only 10 per cent of them are employable. This is because majority of the
engineering colleges are sub-standard and were set up just to secure funds from the
government under fee reimbursement scheme.  They lack engineering skillls and companies
do not offer them any jobs after completion of their course. With this, these engineering
graduates are looking at APPSC and other recruitment board to secure government jobs,"
According to 2012 Crime in AP of CID AP has 122 policemen for every 10,000 population and
the national average is 137. With the new addition it will be improving further.

RIP: Chimpanzee Jimmy dies at Nehru Zoo in Hydeabad

Jimmy (41), the chimpanzee at Nehru Zoological Park in Hyderabad in Andhra Pradesh, died of old age on Tuesday. The the animal keeper  found Jimmy lying dead when he went to the enclosure for cleaning and feeding.

After examination by the veterinary staff, Jimmy was shifted to the Veterinary Biological Research Institute (VBRI) at Shantinagar for postmortem. Jimmy had completed his normal lifespan of 40 years. He had been at the zoo for the last 22 years, and the staff paid their last respects before he was sent for autopsy.

Famed Hyderabad Nawab Shafat Ali Khan shoots down another 'man eater' leopard in Himachal Pradesh

The famed Hyderabad Nawab Shafat Ali Khan has shot dead another man eater
leopard in Himachal Pradesh on Wednesday early hours following the orders of HP forest
and wild life department.


Shafat Ali Khan has shot a human-killing big cat at Bunalidhar village in Mandi district
of Himachal Pradesh on Wednesday around 4.00 am when it ducked near the steps of a house.
Shafat Ali Khan told this correspondent over phone ,”Himachal Pradesh forest department
has been tracking the pug marks of the leopards moving in the area. They found that two
leopards are operating in the area. One is a big male and another young male. The big
male has killed a woman on July 18 and 32 year old Kashmir Singh was killed Lah Gala
village on the night of August 10. Near the Singh’s house when I spotted it charged on me
and I shot at it on August 11,”
He added ,”Then We started concentrating on the second one. With pug marks and google
mapping we identified the area. The young male was extremely daring. It killed a woman in
her house and injured the other. The area is  a hilly terrain with apple orchards and
houses are located sparingly. There is no base prey like sambar, deer in this area which
have almost gone extinct due to which the leopards which are around 20 in number are
attacking the humans and other domesticated animals,”


He added ,”On 19th the forest department gave an order to shoot it down. The leopard was
taking refuge in the valley and in nights it is attacking villagers in Bhonalidhar. I
camped at the place. I have set up a cage to trap it. We also bought urine of female
leopard from zoo and sprinkled around the cage to attract it. However this leopard is so
cunning it revolved around it but it didn’t enter into the cage,” On August 21 morning
when I was camping in the village we hard monkey chattering and alarm calls which
indicated the spotting of leopard. “I saw it sitting on the stair case when I approached
it ducked down probably to pounce. At 20 metres distance I hit it and animal dropped,”
The village celebrated the killing.
He says ,”The leopards are elusive and cunning and dangerous so I used .458 Winchester
magnum heavy rifle,” He has All India arms license and has been hunting man eaters for
the past few decades.
Ten days earlier the NGOs and wild life lovers alleged that Shafat Ali Khan has allegedly
shot a wrong leopard on August 11 in Thunag in Mandi district of Himachal Pradesh. The
viscera of the leopard were sent for DNA analysis to find whether it killed human beings
and report is awaited. The issue has rocked the state leading to serious discussions.
After the killing of first leopard there are incidents of attacks on dogs and attacks on
people making HP government to issue shooting order again for the man eater leopard. Both
the places are in proximity.
The distance between the first shot where Khan killed the leopard and second place is
about 15 kilometre by road but it would be shorter and would be 5 kilometres if traversed
by a wild animal.
Wild life expert and Nehru Zoological Park curator Mr. A Shankaran said ,”Leopard is a
schedule 1 animal of Wildlife (protection) Act 1972. If he has got shooting orders from
the chief wild life warden twice separately specifying the area in which the big cat is
operating we can’t find fault with him. If he has done it only one order he can be found
fault. We have to find any human deaths reported in between,”
Mr Shafath Ali Khan said ,”Both are the man eaters. They are tracked and their
territorial range is mapped by forest officials. The claim of NGos and so called wild
life lovers if false and most of them have little knowledge. If I have shot a wrong
leopard why would the forest department gives me another order on 19th of August. I went
to the spot when all others including revenue and police failed to bring normalcy even
when kids are not able to go to school. If the man eaters are left out the desperate
villagers may have poisoned all the leopards. I have telescopic weapon and I shoot with
precision. The red triangle was marked by the forest department,”


The letter to Shafath Ali Khan of Red Hills in city on August 19th by Nachan Forest
division in Gohar district in Mandi reads  ,”It has been detected that leopard has turned
man eater Thunag area falling in janjehli forest range killing three persons two women
and a man in the vicinity of thunag area and same was declared man eater by the HP Chief
Wild Life Warden. You are invited to trap the said leopard alive or eliminate with the
team of our forest officers at Thunag. Your stay and accommodation during the operation
period will be borne by the department,” In earlier letter on August 8th also same text
and same area was marked.

People's Liberation Guerrila Army: Indian Maoists from second military batallion

In a significant move the CPI Maoists have formed a second military
battalion of People’s Liberation Guerrilla Army which has been stationed at Dandakaranya.
The key documents of Maoists seized by Special Intelligence Branch, the anti naxal
agency, have revealed that the second military battalion with more than 180 armed Maoist
fighters was formed to guard the surviving top cadres of Central Committee.
Sources involved in the anti naxal operations in the State police said,”till recently
only one battalion of CPI Maoist stationed in Chattisgarh is operating. As the AP cops
are hunting down the top Maoists of central committee one by one all of them moved into
their bastion in Dandakaranya. In the wake of reports that security forces may launched a
direct attack on Abhuj Mad they have formed another military battalion to defend their
headquarters,”


The first battalion of CPI Maoist in South Bastar has 240 trained left wing extremists.
Gollapalli and Kistaram forest areas from the borders of AP are one of the few infested
areas.
The Chattisgarh Orissa Border Committee lead by Malla Raji Reddy alias Murali and
Jampanna the central committee members with around 150 trained Maoists was also active in
districts like Koraput, Raigarh, Rajnagar areas.
PLGA which was formed on December 2 in 2000 on the first death anniversary of Koyyur
martyrs consists of three layers the main forces consists of platoons, companies and
battalion  and the secondary force comprises of local guerrilla squads and special
guerrilla squads and the base force with people’s militia like grama rakshaka dalams and
self- defence squads.
PLGA grew up all these from two platoons to having companies and two battalions now. The
documents also revealed that Maoists have planned to form 14 battalions to counter the
security forces in which Central Paramilitary Forces battalions are more than 62.
Nambala Keshav Rao alias Basavaraj is now heading the central military commission of CPI
Maoists also hails from AP. Generally a squad consists of 9 to 10 soldiers and a platoon
comprises of 16 to 44 soldiers. Three to five platoons will form a company with 62 to 190
soldiers and a Battalion is made of four to six companies with 300 to 1000 soldiers.
“As Maoists are facing serious recruitment problem and crunch they have restricted the
number of second battalion to around 200,”
