Paka Hanumanthu a Maoist from AP expert in attacks

U Sudhakar Reddy
Maoist top guns hailing from the State who are now leading the outlawed extremist group in Chattisgarh lead the attack on Congress leaders where 24 persons were dead and 34 injured.
Dandakaranya Special Zonal Committee member Paka Hanumanthu who was active in the region where attack took place is believed to have lead the attack with the help of Central Military Commission and militia members according to sources in AP police. CPI Maoist Central Committee member Katakam Sudarshan alias Anand and South Bastar Regional Committee Ravula Srinivas alias Ramanna are also involved in the attack police suspect. Ramanna took part in Dantewada massacre too.
A senior police official involved in anti naxal operations said “Injured victims told us that Maoists spoke mostly in Telugu during the attack. Paka Hanumanthu who is carrying reward of Rs 10 lakh on his head is very active in the area recently. He was definitely there at the action,”
Forty four year old Paka Hanumanthu alias Rajesh Tiwari alias Ganesh went underground by discontinuing his graduation studies in science (Bsc). Hanumanthu is a native of Pullemla of Chandur mandal in Nalgonda district.
Police believe that the attack was carried out under the guidance of Central Committee.
“The mine was planted at the spot long back. The attack took place at the curve where there is a hillock a strategic position for ambush. It was a narrow road. Initially Maoists blasted the land mine and then opened fire at the convoy. They were well prepared for the attack as the programme was announced long back. At the scene we found plantains, snacks, water and batteries used by the attackers. Several militia members number more than 300 may have taken part in the attack,” said a police official.
Neither the politicians nor police took any precautions. “All the roads leading to this place were cut off while the attack was on. Maoist opened fire indiscriminately to cause maximum damage,” said the official.
Mahendra karma is number one on the target list of Central Committee of CPI Maoists. There are several attempts made on his life earlier.

Spurious drug makers in Andhra go acquitted

U Sudhakar Reddy
Most of the accused in spurious and unlicensed drug cases are acquitted in the State. Taking advantage on the technical issues pertaining to the notification of jurisdiction of investigating officials the accused drug manufacturers and distributors are going unpunished.
According to Drug Control Administration of the State around 65 cases ended up in acquittal in 2012-13 and in around 44 cases the accused are convicted. In the previous year 31 cases are acquitted and 32 are convicted. DCA has cancelled licenses of 37 manufacturers and 30 stop production orders were issued.
A drug controller said,”when compared to police department the conviction rate is better in drug cases with us. Most of the acquittals are attributed to technicalities. As per the drugs and cosmetics act the drug inspector has jurisdiction to ‘such local area’. But while appointing drug inspector it is said that their jurisdiction is entire state. Other states are issuing notification during postings on the jurisdiction which is not done in the State. AP High Court ruled earlier that if notification is not issued the drug inspector is not competent to file the case. Based on this judgment the accused are approaching the local court and getting acquitted,”
Another major factor is lack of independent witnesses in drug cases like in police cases.
“Usually nearby medical shop owners or manufacturers are listed a witnesses. It is very difficult to get the independent witnesses to the court as there is no fear of the drugs department. Courts are asking for independent witnesses,” said an official.

AP Police Academy Special Director (training) and retired CID inspector general of police Mr. S Umapathi says, “there are gangs based in Bangladesh and Kolkata which work in collusion to smuggle in the girls by infiltrating across the porous border. From Kolkata they are taken to Biwandi in Mumbai, Pune, Hyderabad and other cities by train. In the city they are handed over to local organizers. They will not have any travel documents,”

Our teams ran around processing their Travel papers with the central ministries, others at the home gave them the care and support and reason to begin believing on life. The two pregnant girls and others found immense support for their Medical and other needs were provided shelter,”
When asked about the legal tanles Mr. Umpathi said,”We are considering all sex workers as victims following National Human Rights Commission guidelines and 165 GO of state home department. Sometimes local police are booking cases under Foreigners Act. We have told local police not to book such cases in case of victims. According SAARC protocol the information is sent to Bangladesh High Commission in Kolkata. The High Commission in turn asks Bangladesh Home ministry which will do home verification of girls and based on that they will report back to High Commission. Then they were handed over to them to reach Bangladesh for reintegration and repatriation,”
In December 10 2012 North Zone Task Force sleuths arrested six Bangaldeshi nationals who are sex workers.

Pranayama can keep heart safe : study finds it decreases stress

Udumula Sudhakar Reddy
Pranayama, the traditional controlled breathing excercise can keep your heart also safe apart from lungs. New study published in Indian Journal of Medical Research by ICMR Journal says regular practice of slow breathing has been shown to improve cardiovascular and respiratory functions and to decrease the effects of stress.
The study done by Mumbai based pharmacologists found that first change is reduction of sympathetic tone which would have positive effect on organs like heart and lungs. Mumbai Grant Medical College and Nagpur GMC Department of Pharmacology researchers published the study.  For the 11 normal healthy volunteers were categorized into Pranayama group and non Pranayama control group. Thepranayama volunteers were trained in pranayama, the technique being Anuloma-Viloma pranayama with Kumbhak (Kumbhak is the exquisite point in breathing between the inhale and the exhale - the point of perfect stillness) All the 11 volunteers were made to sit in similar environment for two sessions of 20 min each for seven days, while the pranayama volunteers performed slow breathing under supervision, the control group relaxed without conscious control on breathing. Pulse, Galvanic Skin Resistance, blood pressure (BP) and pulmonary function tests (PFT) were measured before and after the 7-day programme in all the volunteers.
According to the researchers the result was that no significant changes were observed in BP and PFT, an overall reduction in pulse rate was observed in all the eleven volunteers; this reduction might have resulted from the relaxation and the environment.
“Statistically significant changes were observed in the Pranayama group volunteers in the  GSR values during standing phases indicating that regular practice of Pranayama causes a reduction in the sympathetic tone within a period as short as 7 days. Beneficial effects of pranayama started appearing within a week of regular practice, and the first change appeared to be a reduction in sympathetic tone,” said the research team leader Dr A V Turankar.
Dr P L N Kapardhi an intervention cardiologist of Apollo hospitals says,” There are two systems sympathetic nervous system and parasympathetic nervous system.  Sympathetic nervous system vibrate along the body resulting in sweating, increase heart and respiratory beats. Parasympathetic nervous system works opposite. The balance between two systems regulates heart beat rates and body organs. Pranayama the controlled breathing exercise help I improvement of cardiac function and lung capacity. It regularizes rhythm of the heart. The rhythmic disturbance of the hearth can be prevented by reducing sympathetic tone. It increased longevity of life and reduces sudden cardiac deaths and indirectly improves oxygenation of blood. It will release stress,”

Udumula Sudhakar Reddy
‘Chattisgarh Chirutalu’ is the new anti naxal private army group that came into the limelight after the murder of rights activist Mr. Ganti Prasadam.
The group is believed to have been formed in retaliation to the murders of Congress leader Mr. V C Shukla, Salwa Judum founder Mr. Mahendra Karma and police officials in Chattisgarh during the recent Maoist attacks.

Revolutionary writer Mr. Vara Vara Rao alleged that Chattisgarh Chirutalu  is part of ‘Andhra model’ of dealing with Maoists.
“These armies either consisting of private persons or police in mufti were first formed during former Chief Minister Chandra Babu Naidu’s rule. Similar groups are behind several murders since then.  In Y S Rajasekhara Reddy’s rule after the killing of Maktal Congress legislator Narsi Reddy in Mahabubnagar district in retaliation Narsa cobras was formed. These Narsa cobras killed three civil rights activists including M Prasad of Kula Nirmulana Porata Samithi and  Kanakachari,” said Vara Vara Rao.

Legal experts say that SC judgment is binding to all state as it opined the ban as violation of the constitutional right to earn on living.  Singing, dance and orchestra were banned in the bars in Hyderabad and Cyberabad in 2008 and cases are being booked against the violators. From then city dance bars are closed or operated as regular bars.
Assistant Solicitor General of India in AP High Court Mr. P Vinshuvardhan Reddy said,”Once the apex court declared the ban on the dance bars as illegal in latest case of Maharasthra latest case the said judgment can be applied to the similar clients of dance bars in various states. Even in the State of AP though the police commissioners banned the dance bars long back on the direction of High Court, but now the apex court judgment the bar owners and artists association who are intending to introduce dances in the bars can approach the high court by citing the judgment of Supreme court and accordingly they can run the bars in the Sate of AP,”
In Hyderabad alone there are 2000 artistes including male and female singers and musicians who are registered with the associations and around 100 dance and singing bars operated in both commissionarate limits earlier.
Orchestra Artists Association of Hyderabad general secretary Mr. G Babu Rao said ,”SC judgment is a big relief for us. We are going to knock the doors of government and AP high court based on this judgment. When bars with orchestra and singing operated we used to get regular incomes and now it is seasonal income only during marriages and functions. Apart from artists in Hyderabad there are singers coming from Mumbai too. In Hyderabad when orchestra bars operated they only allowed singing and slight movements of dance while singing. Total dancing is never allowed here,”
Legal experts say that the the Maharastha government may approach full bench or file a review petition for reconsidering of judgment by the Supreme Court. “Till then the judgment of apex court is binding on all the high courts and has to extend the similar relief if any cases are filed,” said Mr Vishnuvardhan Reddy.
Managements are supposed to get amusement license from the police commissioners and home department. Earlier when amusement bars approached the high court it has given directions giving powers to commissioners of police to initiate action if dancing is noticed. From then even singing is not allowed in city bars. Sometimes in city took cases were booked for obscene and vulgar dancing. In 2008 the then Home Minister Jana Reddy informed state assembly that eight cases are booked in Hyderabad and Cyberabad limits.
Legal expert Mr Vishnuvardhan Reddy said ,”Even the apex court in the latest decision is not allowing the naked or vulgar dance in the bars. if any vulgarity or not nudity exhibited by dancers and still the police have powers to book the cases under the city police acts and related penal provision in IPC for vulgarity. Further the apex court judgment is not a license to the bar owners  to operate erotic dances. Even for orchestra singing they have to take amusement licenses from authorities concerned,”
When contacted Commissioner of Police Mr. Anurag Sharma said ,”We haven’t got any information so far on the supreme court judgment,”
