Hyderabad's wanted terror suspect list growing, several hiding in Pakistan

By Udumula Sudhakar Reddy
Wanted terror suspects list of state police is growing big. Eight
accused including Bhatkal brothers Riyaz Bhatkal and Iqbal Bhatkal, founder of Indian
Mujahideen Amir Reza khan are still wanted in Gokul chat and Lumbini park blast. They are
apart from around 25 terror suspects wanted by Special Investigation Team of city police.
Hyderabad units of National Investigation Agency and Central Bureau of Investigation and
Cyberabad and district police too have their list of wanted in various cases they were
dealing with.

In Lumbini park blast case Riyaz Bhatkal alias Ahmad Bhai, Amir Reza Khan alias Muttaki
and Iqbal Bhatkal alias Mohammed Bhai are still absconding.

Dilshuknagar blasts: Commissioner of Police Anurag Sharma admits terror alerts and Maqbool report but denies taking them lightlyma admits

U Sudhakar Reddy
Commissioner of Police Mr Anurag Sharma denied taking terror alerts
lightly while admitting that city police received three general alerts from centre and
also the specific interrogation reports of Syed Maqbool by AP Counter Intelligence and
Delhi police that terrorists planned to strike at various crowded areas in the city.
“In the month of November 2012 a team of Intelligence sleuths went to Delhi and
interrogated members of Indian Mujahideen who were arrested by Delhi police. In Terror
suspects conducted recce at Dilshuknagar, Abids, Tank Bund, Begumbazar, Laldarwaja and
Ranigunj and it was revealed during interrogation.  In this particular module majority of
them were arrested. We did not take warning lightly. From November to till date we have
been conducting regular anti sabotage, vehicle checking at these places,”
Anurag Sharma said ,”On February 15 we got a circular from centre that attacks may take
place in four cities including that Delhi, Mumbai, Hyderabad and Bangalore.  Now again
this was promptly communicated down the line and we took our precautionary measures to
ensure that things don’t go wrong.  Two alerts later on February 19 and 20th reiterated
the same. In November we were at maximum alert because the incidents that were happening
in the old city. Our entire police force was deployed,”
He added ,”For the past four months were doing work. At Dilshuknagar alone we have
conducted anti sabotage checks 17 times in November 2012, 17 times in December, 18 times
January 2013 and 13 times in Feburary. Similarly checks were carried out at Abids, Tank
Bund, Begumbazar, Laldarwaja and Ranigunj. A total 487 anti sabotage checks were carried
at these places,”
Anurag said in the city in November 2012 around 1416 vehicle checkings were done and it
continued almost at the same number and in February 1245 vehicles checking are done. He
also added eight mock drills were conducted along with Octopus in the city. Around 16
bomb squads have checked around 1555 anti sabotage checks in the city. “Around nine hoax
calls we attended in the past four months. We have agencies in the state which basically
monitor the terrorist activities  they have specially created that is our counter
intelligence and octopus. We have been regularly in touch with the both the agencies to
avoid any such acts,”
Anurag added “ I know that no amount of explanation will be adequate to console the
families of the deceased. But definitely we have been doing our best and that in all
humiliation I submit that we tried our best. Security forces have to succeed every time
and terrorist have to succeed only once. Definitely we will crack this case and get the
culprits,”

Dilshuknagar was on terror target,Maqbool revelation to AP and Delhi police ignored

Udumula Sudhakar Reddy
The conspiracy to target Dilshuknagar was revealed by terror suspects
who were arrested by Delhi police in October of 2012. Dilshuknagar was one among five to
six places which were identified by the terror suspects for planting the bombs and a
recce was done for the same. Indian Mujahideen’s key operative Riyan Bhatkal is now
emerging as main conspirator for Dilshuknagar blasts. The accused Syed Maqbool alias
Zuber a resident of Dharmabad in Nanded revealed to Delhi Police and as well as a team of
Counter Intelligence that grilled him that they conducted reconnaissance of Dilshuknagar
and Abids in Hyderabad. In 2012, Maqbool helped one Imran in doing a recce of Dilkhush
Nagar, Begum Bazar and Abids on motor cycle on the instructions of Riyaz Bhatkal.
Police found that for each operation four separate cells operate. A top source of home
department said,”recce will be conducted by one group. The other group plans it. Bomb
making is done by another group. For execution there will be a separate group. Maqbool
was part of recce group,”.
The suspected then planned fidayeen attacks on Buddhist shrines in Bodh Gaya in Bihar.
Maqbool was arrested on October 23 in 2012. AP police teams went to Delhi in November
2012 and grilled him. The other accused named are Imran, Irfan and Asad. It is all part
of Pune module.  NIA experts say the modes operandi looks like that 2011 Mumbai blasts.
“Indian Mujahideen is like off shoot of Lashkar E Taiba. IM is nothing but Indian branch
of LET,” said a police official.

Police records say that Maqbool had close links with Azam Ghori of Warangal who was
killed in encounter in 2000. Both are accused in the a murder of Krishna murthy in 1999
and were convicted for life. In 2009 he was released from jail on commutation of
sentence.  He was also earlier involved in the murder of Devender who allegedly
encroached land in Uppal. He was named in the murder of jeweller Mahaveer Prasad in 2000.
Police said ,”Maqbool was instrumental in the formation of IMMM (Indian Muslim Mohammadin
Mujahidin) at village Manchiryal in 1999 along with Azam Ghori and Roshan  Baig. They
worked in the guise of social reforms to stop dowry system in society, to fight against
corruption and to stop pornographic films. It was Ghori who taught Maqbool to prepare
LEDs as that they can cause blasts in theaters where porn films are screened. The accused
were named in bomb blast in Kakatiya Hotel, Lal Darwaza, Blast Sharada  theatre and Lamba
theater.
Meanwhile police are also verifying whether Obaidur Rehman and others of Lashkar E Toiba
module of Karnataka may also be behind the terror act. “The module has planned attacks on
politicians and journalists in Hyderabad,’ said an official.

After Dilshuknagar crowded Ameerpet and Kukatpally next soft targets for terror suspects

Udumula Sudhakar Reddy
The crowded Ameerpet and Kukatpally are next soft targets for terror
suspects as they are highly crowded localities with several coaching institutions, IT
training companies, theatres, hostels and shopping centres according to experts. In
Dilshuknagar around six students who are pursuing their software education and preparing
for competitive exams in the institutions near Konark theatre died in the bomb blasts.

Home Minister Ms P Sabita Indra Reddy said,"Terrorists selected Dilshuknagar as target as
it is a crowded area. In Ameerpet and Kukatpally too it is heavily crowded. We have asked
the police to take necessary steps to ensure safety,”
At Dilshuknagar the bomb blast spot was so busy that it has a bus depot, IT training
companies, theatres, and shopping complexes.
“A similar situation prevails in Ameerpet and Kukatpally. Terrorists want maximum damage
to be done when they plant a bomb. All the blast carried out by Indian Mujahideen modules
at crowded places. At Ameerpet near Huda Maithrivanam due to educational institutions,
shopping complexes and theatres it is highly crowded. Similar situation exists at
Kukatpally. There are no surveillance cameras. There is no visible policing in these
areas,” says a security expert.
Ms. Mrudula Alluri, resident of Vivekananda NAgar Colony and student at Rishi UBR College
at Kukatpally says , “ Kukatpally is generally crowded with hundreds on roads during peak
timings are around 6pm to 9 in the evening with most of the institutes, having their
batch switches around that time. The heavily crowded shopping malls, with all the major
textile companies and others having their outlets in the area. While Traffic Police can
be found around the clock, there is no other major security arrangement given to the
area.”
Mr. Suraj.P a student in his second year integrated MA in Hyderabad Central University
and a resident at Kukatpally Housing board, expresses his concern at the similarity
between Kukatpally and Dilsukhnagar, “ Both are educational hubs, major centers where
students, professionals, shoppers, families frequent everyday. Kukatpally alone has more
than 30 educational centers including training institutes for JAva, Dot NEt, CA training
institutes, Private Colleges, and so on . The JNTU circle especially is crowded almost
round the clock. While there was increased police security today, generally except a few
traffic cops there is hardly any security in these areas”

Dilshuknagar bomb blast: Too many probe agencies leading to confusion

Too many agencies at the bomb blast scene at Dilkushnagar have lead
to confusion and chaos. On Thursday night Central Forensic experts and National
Investigative Agency experts had a minor argument over collecting the samples from the
scene. Octopus, City clues, APFSL experts, NSG Post Blast Investigation Team, CFSL, NIA,
CID officials were at the scene collecting the clues.
Investigation is also being carried out by many agencies like NIA, Counter intelligence,
Hyderabad police and Cyberabad police.  Home Minister Ms P Sabita Indra Reddy said,” Both
centre and state agencies are working in tandem to unravel the conspiracy and nab the
accused. NIA, NSG, Octopus and state police are working together to find out who are
behind this. We can’t immediately name who are behind it,”

Dilshuknagar bomb signature points finger at Indian Mujahideen, slurry, circuit timer used, Nuts, bolts, nails used a sharpnels. IM used similar bombs in Delhi and Mumbai

Udumula Sudhakar Reddy
Circuit timer was used to detonate the bomb with Ammonium Nitrate
emulsifier (slurry) stuffed in an Aluminium container. Forensic experts of State police
unraveled the bomb signature and confirmed that these kinds of bombs are used Indian
Mujahideen terror modules in Mumbai and Delhi blasts earlier. A preliminary forensic
report was given to the Investigating agencies. The forensic doctors of OGH mortuary who
conducted post mortem examination found nails, nuts and bolts inside the bodies. The bomb
making is pointing finger at IM officials said.
To cause maximum damage the terrorists used nuts, bolts and nails in the explosive
material which acted as missiles/sharpnels. Investigators ruled out the use of RDX.
An investigating official said ,”the circuit timer is based on delayed mechanism on
circuit board which detonates the bomb at the time as required. Slurry explosive weighing
around one Kilogram(from 700 to 1000grams) was used in the second bomb near Konark theater to have maximum
impact. In the first bomb less amount of explosive material was used.  A 3.9 volt
battery was used as power source. A detonator wire was also found. After assembling the
bomb in an aluminium container it was wrapped in a cloth and placed in a bag. Then the
bag was hung to a bicycle. Same kind of bomb signature was found at two places,” National
Security Guard Post Blast Investigation Team also found a timer at the scene of the
offence sources said.  The bombs are placed at a distance of 150 metres.
As there is no live bomb found in twin blasts unlike previous cases it was a tough task
for the bomb expert to determine the parts ad mechanism in the Improvised Explosive
Devices used by the terror suspects. The flames that were found after the blasts are due
to the fuel in vehicles.
Clues teams of city police lead by Dr Gopinath and Prakash found 15 vital clues including
the melted Aluminium pieces, cells used in calculator, battery, nails, and nuts and bolts
at the scene of the offence.
Osmania Medical College forensic department head Dr P Hari krishna said  "We retrieved
nails, nuts and bolts and metal pieces from the bodies that pierced. The bodies are
mutilated in the abdomen and lower parts(legs) indicating that the bombs were placed at
lower level. The injuries are similar to that of Gokul Chat blasts. The only difference
is in Gokul chat there are more injuries on head as the bomb was placed on a height,”
Experts say that difference in bomb making in Gokul Chat in 2007 and Dilshuknagar is that
wooden containers were used then and now Aluminium were used.

Blast investigators scout video footage of Surveillance cameras, Hard disks of CC tv camera recordings at railway stations, bus stations collected

U Sudhakar Reddy
Counter intelligence and city police are verifying the CC TV camera
footage of shops and business establishments covering the streets at Dilshuknagar bomb
blast sites to identify the suspects who parked the cycles with bombs. The explosion was
captured by one of the cameras but cops are still scouting for the suspects. Sources in
home department said ,’we are hoping of getting some information about the suspects in
the CC TV cameras of the shops as nothing about suspects have been found in the traffic
cameras,”
Investigators also collected hard disks from Railway stations of Secunderabad, Nampally
and Kachiguda and bus stations at Imlibun and JBS to scout the videos to find iff any
suspects may have hurriedly entered the station and boarded a train or bus soon after the
blasts who left the bicycles with bombs. The traffic CC TV cameras at Rajiv Chowk of
Dilshuknagar where the bombs went off did not have footage of suspects.
Commissioner of Police Mr. Anurag Sharma said,”it is not true that the wires of the
traffic CCTV cameras are cut at Rajiv Chowk. That particular camera is not covering the
blast site. We are verifying other possible video footage,” Hyderabad Traffic Deputy
Commissioner of Police-1 Mr P V S Ramakrishna said, “the cameras are working and we have
shared the footage,”
Police are collecting the surveillance camera footage from a mobile shop, cloth show room
near the two blasts sites.

Dilshuknagar bomb blasts: Two terror strike cases likely to be handed over to National Investigation Agency NIA

U Sudhakar Reddy
Two cases of terror strikes registered by Saroornagar and Malakpet
police are likely to be transferred to National Investigation Agency. The Counter
intelligence, the anti-terror agency of state police will be assisting NIA. Hyderabad
Commissioner of police Mr. Anurag Sharma said”the cases are still with local police and
are likely to be transferred to NIA”. He added no suspects are detained so far in
connection with the blasts.

Special teams of city and Cyberabad police formed to investigate the blasts conducted
searches in lodges and house in the radius of few kilometres around the Dilshuknagar
blast site to verify whether the suspects stayed in the past few months. Police are also
reconstructing the crime scene with the versions of eye witnesses who told that they saw
a man parking the cycle and left the spot in hurry on Thursday evening. This was tallied
with another eye witness who said he found a group of suspects who left the area a few
minutes before the blast.
Cyberabad police who formed four teams to crack one of the blasts has sought the help of
public in cracking the case. Cyberabad Commissioner of Police Mr Ch D Tirumala Rao said,”
we will give a reward up to Rs 20 lakh to those who give us information on the suspects and also
keep it confidetial. We have intensified the investigation. I am confident that we can
crack the case. So far we haven’t arrested any. We are working on some leads. Those who
have taken a wrong path in the society are resorting to these kinds of attacks,”
Interestingly the bomb went off a few minutes after Hyderabad Commissioner of Police Mr.
Anurag Sharma left the Dilshuknagar Sai Baba temple after Thursday worship.
Complainant Mr G Anand 35 a trader a resident of Dwarakapuri Colony in Saroornagar
blast(the second blast that took place at 7.05pm) case(crime number 146/2013) said ,”I
heard huge sound in front of a mirchi shop beside Anand tiffin centre at Rajiv Chowk.
When I went there I found smoke all around the vicinity. Later I saw dead bodies
scattered in the area,”
Saroornagar police booked a case under criminal conspiracy(120B), causing hurt(324IPC),
causing hurt using dangerous weapons(326 IPC), 307(attempt to murder0, 320 IPC(murder),
124(A)(Sedition) 153 A(promoting enmity between wire) 201(disappearing of evidence) read
with 120 B(criminal conspiracy), section 3 & 5 of explosive substances act and section
16, 17 and 18 of Unlawful activities prevention act.
In Malakpet bomb blast case the complaint Mr Shaik Jani Pasha an APSRTC bus driver said
,’aorund 7.00 pm I crossed the road towards bys stop close to Venkatadri theatre to have
soft drink in a bakery. I heard two deafening sound one after the other,” In the second
case police didn’t add Unlawful activities prevention act. They booked the case only
under murder, attempt murder, criminal conspiracy and explosive substances act.
Meanwhile Crime Investigation Department Additional DG Mr T Krishna Prasad along with
bomb experts visited the scene and later he walked up to Sai Baba Temple and then to
Saroornagar police station. He said ,”there are no indications that we are given the

case,”

Maoists losing hold in India: Chattisgarh, Jharkhand still strong bastions, Odisha, Bihar have significant presence, Andhra Pradesh, West Bengal, Maharasthra and UP Reds presence minimal

Udumula Sudhakar Reddy
Maoists are losing hold drastically in red corridor across the country including the State where they could hold only a fewer armed training camps and jan adalats.
Ministry of Home Affair’s latest report revealed that incidents the left wing extremist
targeting the economic establishments like public sector have also come down. In AP
Maoists failed to conduct not even one armed training camp for the past two years. The
situation is so worse for Maoists that they could conduct only one Jan Adalat in the
State.
According to MHA report in the country left wing extremists held 51 armed training camps
in 2012 as against 84 in previous year mostly in Chattisgarh and Jharkhand. In economic
targets naxals hit mostly at telephone exchanges, towers, forest, road culverts and
railway properties.
Maoists could hold only 62 Jan adalats ( people’s court) in 2012 out of 97 they held in
corresponding period of 2011. Apart from Chattisgarh and Jharkhand the two others states
were they have significant presense are Odisha and Bihar.
A senior IPS official said ,”In AP, West Bengal, Maharasthra and Uttar Pradesh their
presence is felt minimal except in borders”
Former Director General of Sashatra Seema Bal (central paramilitary force) Mr M V Krishna
Rao says  ,”Maoist political ideology will not die so easily. The situation of Maoist
activity we are now witnessing in the State of Andhra Pradesh is related to tactics.
Fifteen years ago Maoism was so virulent in AP where police stations are attacked and now
it has changed. The same military tactics used by Maoists are adopted by the police
forces to counter them. Naxals couldn’t withstand before the armed power of the State.
However the political ideology can’t be wiped out. It has been existing from hundreds of
years,”
Chattisgargh topped with 24 armed training camps followed by Jharkand 12. Last year
witnessed 24 attacks on telephone exchanges and towers mostly in Bihar(10) and only two
in AP. The economic targets like NMDC were attacked in Chattisgargh by naxals.  There are
three instances of attacking school buildings.

Five cardinals from India to take part in election of next Pope, : Pope Benedict exit stuns catholic community in Hyderabad

U Sudhakar Reddy
Five cardinals from India will be taking part in  electing the next
Pope, head of the Roman Catholic Church. One of  them is Cardinal Ivan Dias Archbishop
Emeritus of Mumbai who was in  the running for the top job after Pope John
Paul died.
He is now not a front runner to succeed Pope Benedict, who, most  unusually resigned on
Monday, but church sources say that if a  cardinal from Asia is considered for the
papacy, and depending on  his health, Cardinal Dias could still be a possible candidate.
Cardinal Dias is Prefect Emeritus of the Congregation for the  Evangelisation of Peoples.
Of the 120 cardinals from across the world who will vote for the  next Pope, there are
five from India: Cardinal Dias; Cardinal  Baselios Cleemis Thottunkal, 53, Major
Archbishop of  Thiruvananthapuram of the Syro-Malankars; Cardinal George  Alencherry,
67,  Major Archbishop of Ernakulam, Angamaly of the  Syro-Malabars; Cardinal Oswald
Gracias, 68, Metropolitan Archbishop  of Bombay and Cardinal Telesphore Placidus Toppo,
73, Metropolitan  Archbishop of Ranchi.

India has two other Cardinals who will not be voting because they  have crossed the age
limit of 80 years: Cardinal Simon Ignatius  Pimenta, 92, Metropolitan Archbishop
Emeritus of Bombay; and  Cardinal Duraisamy Simon Lourdusamy, 89, Metropolitan
Archbishop  Emeritus of Bengaluru.
Under the system followed in the church for selecting the Pope, all  those in the
electoral college are candidates and voters at the same  time.
Vicar-General of the Hyderabad Archdiocese, Monsignor Swarna  Bernard, told this
newspaper: "Though we are stunned at the  resignation of Pope Benedict, we hope this
move will help the  Catholic Church."
On Cardinal Dias's candidature, Father Swarna Bernard said, "Ivan  Dias is an honest and
sincere cardinal. He was born in 1936. He is  very able and traditional. If an Asian,
that too an Indian, is  considered for the papacy, it will be a matter of great pride
for  the Catholic Church. He is close to Pope Benedict."
The Cardinals will begin the process in Rome in March to elect the new  Pope. The conclave
may take days or weeks and there will be several  rounds of voting, said a church source.
"If black smoke appears, it means that they haven't elected anyone  yet. If white smoke
appears, the Pope is elected. Then the  announcement "Habemus Papam (We have a Pope) is
made," said a church  official.
The most viable candidates are considered to be Cardinal Timothy  Dolan from New York,
Cardinal Peter Appiah Turkson from Ghana,  Cardinal Marc Ouellet from Canada, Cardinal
Joao Braz de Aviz Odilo  Pedro Scherer from Brazil, Cardinal Gianfranco Ravasi and
Cardinal  Angelo Scola of Italy, Leonardo Sandri of Argentina, Christoph  Schoenborn of
Austria and Luis Tagle of the Philippines.
"Cardinal Turkson from Ghana has a fair chance if they choose to  elect an African. Luis
Tagle of the Philippines is an Asian.  Cardinal Ivan Dias's name is not making the
rounds now like it did  after John Paul," said a Church source
.

Human animal conflict: Mystery over wild beast testing Hyderabad limits: Hyenas and wild dogs stray into Shamshabad, Locals say it could be a leopard

Udumula Sudhakar Reddy
Aggressive wild animals of dog family including hyenas, wild dogs and wolves are testing
city limits again and again. They struck at Choudariguda near Shamshabad on Saturday
night killing calves leading to panic in the area. Locals are claiming that they are
leopard attacks and foresters are maintaining that they are hyenas or wild wolves or
Asiatic wild dogs also known as dholes. Forest officials who came to a conclusion that
they are canidae family not felidae family (cat family) but mystery over which animal is
still continuing.
Shamshabad forest range officer Mr. Hari Mohan Reddy says,”we have been receiving
complaints from the residents surrounding Shamshabad that they have spotted leopard. Our
expert tiger trackers of Srisailam have come here recently and ruled out the movement of
leopard. They are chenchu tribals who can easily find it. We have also set up traps for
the leopard with a stray dog and goat. The bait remained alive for several days. If it is
a leopard it would have gone for the stray dog. Even the pug marks are different. We
strongly believe they are wild dogs as they attack from behind. The nature of injury are
also resembling that of wild dog,”
Locals have a different story to tell. Residents of a neighbourhood near Shamshabad are
complaining that the foresters are not doing enough to protect them and their livestock
from aggressive wild animals straying off from the nearby shrub forests.
Mr. M Narendar a resident Choudariguda “they are 100 per leopards. We have spotted them.
Forest officials are not taking any measures. We are going to stage protest at
collectorate soon. They have killed at least to 15 to 20 calves. We were told that they
can even kill and drag infant babies sleeping in the house. The situation is alarming in
Jukal and Choudariguda village. We are terrified. We are requesting electricity
department to stop power cuts during nights,” He added there lot of superstitions
surrounding the movement of these wild animals.
Experts from Nehru Zoological park says the disturbances in city surrounding forest is
leading to the situation and their analysis is still deepening the mystery.
Nehru Zoological park curator Mr. A Shankaran ‘We have been getting reports on the
movements of hyenas in Shamshabad, Mamidipally and hitech city area for the past few
years. These areas are known habitats for hyenas. By all probability they could be hyena
attacks. The Second possibility could be wild wolves. But wild dogs we have doubts as
they are shy animals and move in groups in 20 to 30s. They live in dense forest. And wild
dogs move in packs and they There is no dense forest near this year. Hyenas, wolves and
wild dogs(dholes) belong to wild family of dogs,”
Zoo parks director Mr Mallikarjun said "The hyenas or wolves or dholes never used to come
in the human settlement. It may be disturbances in their habitat which make them come
down here.
